The 1930s villains wear long robes, therefore so does Dr Chaotica.



Flash Gordon's Trip to Mars (1938)
Large patterned collars, often studded with sparkles, are a feature of this genre: see picture left and below right captioned "Dale Arden and Flash Gordon".

 

Retik's headcovering's triangle pattern is imitated by Dr Chaotica's skullcap, and the bold stripes on Ming's robes are reflected in the pattern of bold lightning strikes on Dr Chaotica's collar. click to enlarge click to enlarge

For other characters the costume style is interesting too, such as the short skirts/shorts/tunics worn by many male characters, with in addition pattern-embroidered cloth for heroes and heroines. The style of headgear is especially noteworthy, featuring Viking-type wings and towerlike metal helmets (made by the costume department to appear metal):
